The cost of carrying out an environmental impact assessment can be a significant part of the planning and design cost of a development project. Notoriously, the EIA costs are difficult to predict at the outside of the project. This uncertainty is primarily due to an initial lack of knowledge of the environmental baseline conditions on the development site. As the project progresses, site knowledge increases periodically and new costs may emerge while some risks may reduce. Particularly in the current economic climate, there is a need to have a clear understanding of the costs and the risks of the environmental impact assessment at an early stage in the project.

The first step to effective cost management of an environmental impact assessment is to carry out a thorough EIA scoping study. The outcome of the EIA scoping study should be a clear understanding of the basic site characteristics and the likely environmental risks and sensitivities. It should also provide a clear program on how to address the issues that have been identified in the further environmental impact assessment.

Following a carefully undertaken EIA scoping study, uncertainties remain. These uncertainties are however much more manageable. For instance, during the EIA scoping study it was identified that no important archaeological features have been recorded in the wider area around a site. The following step that is proposed is to carry out a geophysical site survey. Depending on the outcome of the survey there may be a requirement to carry out an intrusive investigation in the form of an excavation.

There are three uncertainties that will determine the final cost for archaeological work as part of the environmental impact assessment. Firstly there is the uncertainty about the exact cost to carry out the geophysical survey. The error margin on this should be reliably small as it is a fairly defined activity. The second uncertainty relates to whether or not the results of the survey indicate the need of further work. Finally, the third piece of uncertainty relates to the cost of the intrusive investigation should this be required.

A system that is based on the Monte Carlo cost forecasting system is ideally suited to deal with these kind of uncertainties. The output of the Monte Carlo cost forecasting system is typically a series of potential project costs together with the probability that each of these costs will not be exceeded. Thus, employing a combination of a rigorous EIA scoping study and the use of the Monte Carlo cost forecasting methodology are essential tools in the effective cost management of environmental impact assessments.

Commercial property and business owners have a lot to consider when it comes to setting up a store. Planning a building, office, store or warehouse design is typically left up to contractors while the owner concentrates on pressing matters like inventory, etc.

However, neglecting to get involved in the design process may inadvertently lead to excluding patrons with disabilities. It may even result in a lawsuit. Choosing ADA compliant commercial door hardware should be the responsibility of both the contractor and the business or property owner. The United States Department of Justice administrates the Americans with Disabilities Act (ADA). The Act became law in 1990, and its aim is to protect Americans with disabilities from discrimination, and to provide them with equal opportunity to jobs, shopping and every thing else pertaining to daily living.

The ADA has gone through a number of updates and adjustments as times have changed and technology has progressed. The most recent amendments to the ADA were signed into law by former President George Bush in September of 2008.

The ADA, in part, requires commercial property owners to design their buildings, offices, store space, etc. in a manner that makes them fully accessible to people with disabilities. While the word “disabilities” has a broad definition, it speaks in particular of Americans with limited mobility (ie wheelchair bound or crippled) when applied to commercial building design.

The parameters for commercial building design for Americans with disabilities are set out in the ADA Standards for Accessible Design. Section 4.13 applications specifically to commercial door hardware. This government publication is available for free to interested citizens, advocacy groups, contractors and business owners / managers.

Doorway egress and ease of opening are of particular importance when addressing issues of access to commercial buildings / businesses for people with disabilities. The current ADA sets particular standards for door egress, for example, to ensure that those in wheelchairs can enter and exit a public building without undue difficulty.

When it comes to commercial door hardware, the ADA states in Section 4.13.9 that: “Handles, pulls, latches, locks, and other operating devices on accessible doors shall have a shape that is easy to grasp with one hand and does not require tight grasping, tight pinching, or twisting of the wrist to operate. ” This means that doors on public buildings must be outfitted with ADA compliant commercial door hardware. Lever-style door handles are one example of ADA-compliant door entry hardware.

Other commercial door hardware components, such as door closers, must also be in compliance with ADA regulations. Door closers shut doors automatically after they have been opened. Door closers must be set in such a manner that allows ample time and egress for a person with disabilities to fully enter the doorway before the door swings shut again.

Other commercial door hardware components that must be taken into consideration when outfitting public buildings include crash bars / panic bars, automatic / power door openings, locks and thresholds. Every business / commercial property owner and contractor should become acquainted with the Americans with Disabilities Act , particularly the “Standards for Accessible Design” section.

The formal name for the pre-planning that goes into a construction project is programming. This is a technical analysis performed by a design professional to analyze functions, space requirements, adjacencies and separations, and other factors that will influence the design process.

Before beginning this process it is best for the owner to begin analyzing the project from their own perspective. If you have decided to explore a construction project it is because you have a need or desire that is not addressed by your present environment. This is the time for you to begin putting down on paper your thoughts and desires. Once you engage the construction industry it will apply its propensity to move things forward and this could happen at a pace more rapid than you are comfortable with. That is why I suggest you sit down and quietly commit to paper the answers to the following types of questions.

  • What is it you want to build and why?
  • What functions or processes will go on there?
  • What areas would you like to have next to each other?
  • What areas would you like to have separated from each other?
  • What are the positive features of your present environment or other environments with which you are familiar that you want to incorporate in your new environment?
  • What are the negative features of your present environment or other environments with which you are familiar you want to avoid in your new environment?
  • What are your time constraints?
  • Start working on your budget-what is your target and what is your absolute maximum number?

There are several reasons for approaching the process in this manner. First of all the construction industry can provide you with a mind boggling variety of choices and design solutions. Unlike buying a car where there are a limited number of features and options, in construction it really is a case of “what the mind can conceive man can achieve.” If you do not have a clear sense of the direction in which you want to go, you can quickly become overwhelmed by the number of choices and decisions you will have to take as the project moves forward and you will have the added pressure of time constraints because the lack of a decision will impede the design process.

Second, the people who provide design services in construction base their pricing, for the most part, on how many hours they estimate it will take to do a project. The more organized your thinking looks the smaller the fear factor they will feel obliged to include in their pricing. Having your project clearly defined in writing will assist you in getting the best pricing from design professionals and will stimulate interest in your project. Design professionals are no different than the rest of us; they really enjoy working with people who have their act together.

Third, I always recommend that my clients do not try to design the project themselves unless they are very gifted. Very often if you present a design professional with your design you will stifle some of their creativity. Instead of creating a whole new design they will be inclined to improve the one you have presented. This could prevent you from seeing some concepts that never would have occurred to you. Besides people get into the design business because they love to design. Why spoil their fun? Let them design. Remember you retain the ultimate control in being able to accept or reject what is presented.

QuickBooks for Contractors is a fabulous and inexpensive tool for managing your construction business and gaining control over your job costs, but in order to use it to its full potential you need to setup and use QuickBooks a little different than you would for most other businesses.

First, and most importantly, you need to setup your items correctly because they are the heart of QuickBooks for Contractors. You should setup an Item for each level of detail you want on your job costing reports. It can be as simple as Labor and Materials or as detailed as having hundreds of sub-categories for the services you provide. A good example of a middle-ground (sufficient detail to manage your job costs without becoming overwhelming) can be found in the sample contractor-based business file that comes with QuickBooks:

Many contractors add sub-items for Labor and Materials to their Items which is useful if you want to track those costs separately. This also makes it easier to report only the Labor portion of a subcontractor's invoice on their 1099.

After you determine which job costs you want to track, you're ready to add your items. Go to Lists – Item List, right-click on Item and select New. Job costs should always be setup as Service Items which, fortunately, it defaults to. If you are a contractor with short-term jobs make sure to set up all your Service Items as two-sided, with both an expense and an income account. This does not occur automatically and unfortunately it is not very intuitive. You need to put a check next to “This service is used in assemblies or is performed by a subcontractor or partner” for the expense box to be added to the setup screen. Contractors often use a cost of goods sold account called something like “job related costs” for job-related expenses.

Builders, on the other hand, who have projects that span several months or more generally use a work in progress (WIP) or construction in progress (CIP) asset account because job related costs are not usually estimated until the project is completed. For this reason, their Service Items do not need to be double-sided. You should check with your tax advisor or CPA before deciding which one is right for your business.

Once your items are setup, you need to start using them. Many of the job costing reports, such as Estimates vs. Actuals, require the use of Items on all your transactions including bills, checks, and credit card charges. Again, this is not very intuitive especially since all these transactions types default to an Expense tab, but look carefully and you'll see an Item tab just to the right of the Expense tab. In order to get the most out of QuickBooks for Contractors, you must always use this tab. Forget that the Expense tab even exists. It's also important to assign all your transactions to a Customer / Job, of course.

Lastly, if you want to get the most out of QuickBooks for Contractors always, always enter an estimate with the level of detail you're trying to track. You do not need to send this out to your customers, though you might find that this is very useful. Many users think this adds an unnecessary extra step to their day-to-day accounting entries, but this is one of the beautiful things about QuickBooks for Contractors. Once you enter the estimate, you can turn it into an Invoice, a Sales Order and / or a Purchase Order with just the click of a button (all three are hiding under the “Create Invoice” button on the Estimate form). So, rather than adding an extra step you'll often find that you'll end up saving an enormous amount of data entry time in the future plus you'll be getting much better, more detailed reports.
